The story takes place in A.D 20xx in a city along the seashore in the Kanto district. Near the city there is a shooting-star lake which was created by a fallen meteorite tens of thousands years ago. A life form which was sleeping for thousand years inside the meteorite on the bottom of the lake now begins to hatch and begins to attack people.

Meanwhile, an accident happened with Kido Nanori and his classmates, Kentaro Shiratori, while they were playing with computer. An image, KOPU, appeared before them and explained to them that they should join their true hearts and true courages together to save the world from the hand of GOMON.

However, because of the intense electromagnetic wave from the computer, Kido and Kentaro were pushed out from the house and fell into the cliff and sink into the ocean. Then a sphere of light shines from the bottom of the ocean with the image of KOPU, who then gives small bracelets called BOPPU for Shiratori Kentaro and Kido Nanori which allow them to united with the power of justice and friendship to save the world.

Kudou Shin, a young UN F-14 pilot is shot down by an unknown enemy fighter plane during a sortie and crash-lands on a solitary island.

Coincidentally, an unusual energy surge is detected on this island. Both sides of the conflict suspect the surge originated from remnants of the Proto-culture's advanced technology, left behind by extraterrestrial beings in ancient times. As it turns out this technological legacy is very similar to the recovered fallen extraterrestrial battleship that crashed eight years ago.

Now, both the UN and the Anti-UN struggle to be the first to recover the technology of extraterrestrial origin by invading the island... bringing death and destruction to the peaceful islanders.

The year is 2xxx AD. Numerous comets have passed and detected in our solar system, and because of that, there are fears and unpredictable dangers that some of them may crashed upon the earth and will cause mass destruction on the planet.

Therefore, as a part of Cosmic Crisis Management, mankind built a comet impact "cemetery" above earth's satellite orbit. This comet impact cemetery equipped with Space Shock Machines that will eliminate those comets before they can reach the earth. Those space shock machines are flown by female pilots, who also known as the Storm Troops, and are armed with special missiles to destroy incoming comets into small pieces. Those girls are soon to be known as Comet Blasters and are very popular among people on earth.

On earth, in various places, many comet impact cemeteries were also made as second line of defence, so that in the event of large comet fragments passed the Comet Blasters, it can be destroyed by the Meteor Sweeper who fired special missiles from earth. At the same time, these comet impact cemeteries on earth provide training grounds where young pilots are trained to gain qualification as future Comet Blasters.

Ozu Hideo is an editor in a shady adult video company. For years, he has dreamed of being a motion picture director while his childhood friend Kurosawa Mai has become an upcoming actress. During WW2 a strange new alien, the Genjuu (幻獣), appeared who's sole purpose is to kill off Humanity. The number of adults killed off in the war has forced the government to form the High School Defense force, where children of a certain age and skill are fostered in dorms to fight off the aliens. They use new mecha (HWTs) and special anti alien suits made by the Shibamura group. One day they get a new transfer student. A hot shot mecha pilot who seems to be made out of ice and is a pro at killing the Genjuu. She introduces herself as Shibamura Mai.

Who is this Mai? Why did she come to the 5121? Why does she hate the Genjuu so much.

After being chased by the Marine through a huge storm, the crew arrives at the harbour of Hannabal. After stuffing themselves - or rather Luffy - Nami's nose picks up on the smell of money. One day, Nobita runs into a creature-like ball of wind, which came from a faraway land, but blew into their neighbourhood following the recent typhoon that went through the area. Nobita names it Fuuko. Eventually, he, Doraemon and their friends take it to a vast countryside through the Anywhere Door. There, they learn about the Wind and Storm Villages, and Fuuko's real identity. Soon, Nobita and his friends have to protect Fuuko from the Storm Village and a now-possessed Nobuo, who is being controlled by the spirit of the Storm Village's former leader.
