Saw the movies, and man they made the main character way too powerful right off the bat. I was confused why he couldn't conquer the city in the first movie. The plot and timeline was also inconsistant, full of holes and unexplained events.
The characters themselves weren't also very deep, except for the evil wizard and the last guardian at the end of the moive series. Though the animeation is good for its time.
Give it a 6, for the dry plot and lack of character development/
The story is very complicated and expects you to be fluent with Japanese history and mythology, so it might take a few rewatchs to fully understand what's going on.
Otherwise the animation and the overall atmosphere this OVA creates is amazing. One of the finest horrors anime has to offer.
Having bought this series on VHS back in the 90's, I would say that this is one of the most enticing works involving mysticism, the occult and traditional japanese mythology I've seen yet.
There are some REALLY disturbing scenes, and create a very powerful atmosphere to this old gem.
Oh, how I miss that gorgeous style of animation. Maybe it's the nostalgia glasses

I don't know what you normally watch, but nudity? A boob here and there, and one nasty demon worm. That's it.
Those few instances are shocking and are put there to accentuate important themes and atmospheres.
As for the story being stressed... I can agree that there is steady progression, but stressed? I'd rather have some decent pace than 26 episodes of tedious, non existent story where characters are superficially established in 2 episodes and the plot starts in episode 21.
But I digress.
I can definitely see this OVA being very arcane and difficult to access. There are some themes that can be offsetting.
However, I believe that this is one of the exceptions to the rule that occultism and demons in 90's anime equals horrendously bad taste and sloppy script writing.

Or are you saying that Teito Monogatari is based on Nishitani Aya's novel Digital Devil Story? but then Teito Monogatari novel was released in 1985 and DDS in 1986.

Teito Monogatari and DDS (novel) is same series. DDS was chaptered/volumed into arcs if I remember correctly, whereas Teito was only singular volume. It was over 10 years ago when I read it so I might be wrong somewhere.
Game for DDS only covers I think two-third ish of the novel, and has lot of new elements also. Animation kind of mixed in both I think it was if I remember correctly. And like I mentioned earlier, they abandon following the novel later anyways since they reboot DDS/Megami Tensei into SMT. but I won't drag on further about that here...
I can't remember how much they changed from the novel for this, but quiet a bit was changed I think it was. But then again, that was also considered normal back then, for the sake of the animation quality...
It's pretty much when a dark story tries to imitate Urotsukidouji
The story is very convoluted, nothing is particularly explained and has alot of sex and violence for the sake of it.
The main villain is the only memorable character for how powerful and over the top he was.
Animation is pretty good and the designs are cool, no wonder Kato inspired M.Bison from Street Fighter.
Overall, a middle of the road schlocky violent OVA from the 90s.
Personally, i prefer the 1988 live action, and only because i loved the villain's performance.
