Amber Joyce was a young actress who, after filming a movie called "The Girl With Omnivision", developed this omnivision herself.
History
She would have precognitive dreams about disasters, which affected her mental wellbeing - she could see a disaster coming, but not where. Clark Kent had to escort her for a publicity stunt, and decided to help her. Knowing she would feel better if one of her dreams didn't come true, he stopped a catastrophic tidal wave. This put her mind at ease.
