Bud and Lou are hyenas that are owned by Joker and are enemies of Ace the Bat-Hound.
History
Their first trip to Metropolis was to steal the prize money from a dog contest. Bud and Lou used a sleeping gas to render all civilians, humans and dogs, unconscious and a mask to remain immune to said gas and then steal the prize, but they were stopped by Superdog and Bat-Hound and send to a zoo.[1]
Later, they teamed up with Isis, one of Catwoman's cats, to steal all of Metropolis' fishes. Bud and Lou hypnotized two guards and the captain of one of the ships so Isis could steal it. So Bud and Lou put the hypnodisc on the ship so the fishes could be hypnotized and easily captured. Streaky and Bat-Hound tried to stop the trio, but, due to Streaky's mistake, they were captured instead. After trapping them in the ship's anchor, Isis, Bud and Lou threatened to throw Streaky and Bat-Hound into a pool with hypnotized sharks. After seeing that his flight was not helping him and Bat-Hound, Streaky used his heat vision on the pool making the water uncomfortably hot, waking the sharks from their hypnosis and a swordfish cut the rope that held the heroes, freeing them. Then Streaky used the hypnodisc to hypnotized Bud and Lou to attack Isis, securing her in the safety boat.[2]
