Burn is a member of the New Rogues created as a counterpart to Heat Wave. He was developed as an enforcer for the Penguin while the Rogues were missing during Salvation Run. The costume was originally worn by Freddie Dinardo, an undercover identity used by Dick Grayson. They replaced Dinardo with a new Burn after he was shot by Vigilante. He is killed by Heat Wave during Rogues' Revenge. There is also an enemy of Static called Burn in the Dakotaverse. Burn was created by Frank Tieri and Jim Calafiore, first appearing in Gotham Underground #3. (2008)
