The Cabal was a coalition formed by various supercriminal with the objective of taking control of the planet.
History
The Cabal was created with the purpose of world domination through the careful selection of his members, for this reason only criminals considered to be smart were allowed in.
At one point Obscura, an agent of Spyral, started to suspect of their existence and they intimated her to drop the matter but she refused.[1] She then recruited Plastic Man to her cause and they responded by having Cizko send his mind-controlled Durlan slave, Teel, to kill one of Plastic Man's old accomplices to discredit him.[2]
Plastic Man eventually learned that Obscura had no real proof and had tricked him so he abbandoned her[3], but the Cabal, who did not know about this fact, sent Keel to kill her and accidentally proved its existence to the hero.[4]
Keel and Plastic Man battled while Doctor Psycho mocked Obscura and Keel appeared to be victorious. Back at the Cabal base Cizko had become suspicious of the alien as he could no longer read his mind and accused him of being Plastic Man who in reality had shrunk down and entered Cizko's ear. Plastic Man then tortured Cizko and convinced him to take control of Queen Bee to attack Amazo, who in turn attacked her while Degaton dealt with Cizko before being knocked out by the rampaging android. At that point Hugo Strange in order to contain the damage made a deal with Plastic Man: they would leave his loved ones in peace and in exchange he would not discredit them. After they all agreed to those conditions they beamed him back to Cole City.[1]
