The Cell Block was a group of mercenaries with enhanced abilities who worked for the Quorum.
History
Under Dungeon's leadership, the Cell Block attacked Guy Gardner and took a small sample of his DNA, which the Quorum used to create soldiers with similar abilities.[1]
