Synopsis for "Sheltered"

Mera and Andy return to Atlantis to remove any evidence that Jackson was in the Curry family's quarters. She successfully erases all trace of him, but the Atlantean Guard tosses the room anyway, ostensibly searching for explosive devices; and insist on providing them with round the clock "bodyguards", claiming they believe Andy and Mera are targets for Xebelian separatists.

Meanwhile, Jackson uses the Justice League ID card Mera gave him to teleport to the Hall of Justice, and from there attempts to teleport to the disused Titans Tower West. However the card is damaged and unable to take him that far, depositing him instead at the Justice League's old headquarters in Happy Harbor. He is greeted by Lightkeeper, an AI developed by Arthur and Mera which is designed to help superheroes and their families on the run reach a place of safety among the various active and disused superhero headquarters across the country. Lightkeeper uses a Purple Ray to heal Jackson but he is forced to flee when Atlantean ships attack the Secret Sanctuary. Jackson orders Lightkeeper to take him on a series of short jumps to reach the Tower, although it warns him this will be extremely painful and dangerous due to his damaged key.

In Atlantis, Mera takes Andy to the Natural History Museum and the curator invites her to enter an exhibit alone. Without her guards, she meets Ha'Wea and assures him that Jackson is alive. She also tells him that she suspects the whole situation has been set up to allow the Guard to monitor and control her movements as she is due to give a speech in Xebel soon encouraging unification with Atlantis.

Jackson completes the jumps and arrives at Titan Tower West just as the ID card breaks. Ha'Wea calls him and tells him that Lucia has disappeared. Jackson is attacked by Deluge, who mocks his suffering as trivial, but when they insult Lucia, Jackson attacks in a rage. Deluge overpowers him and tries to goad him to greater violence, telling him that as a Xebelian and the son of Black Manta he is capable of simply killing them.

Suddenly, Lucia appears wearing a uniform and carrying a gun. She and Deluge know each other and Deluge tells Jackson that Lucia was once a terrorist and that she didn't leave Xebel because of Black Manta. Lucia shoots Deluge and Jackson breaks free, punching them hard enough to crack their faceplate. Deluge removes their helmet to reveal a dark skinned woman with blue eyes and dreadlocks like the Hydes. In shock, Jackson asks Lucia who she is, and Lucia admits that Deluge is Delilah, Jackson's sister.
