Joshua Clay was Tempest, a member of the Doom Patrol.
History
When the Crime Syndicate invaded, Tempest was part of the division of the Doom Patrol dispatched by Niles Caulder to save the world, but they were unsuccessful in their mission.[1] Despite Justice League ally Lex Luthor's claims that he had faked his death upon learning that Caulder was responsible for the supposed accidents that had created the Doom Patrol,[2] Clay was in fact killed by Caulder. Though his spirit encouraged fellow Patrol member Cliff Steele to move on from his death,[3] Clay's loss weighed heavily on his teammate, whose guilt the Sleepless Queen exploited by creating an illusion in Clay's likeness.[4]

- Tempest was created by Paul Kupperberg and Joe Staton, first appearing as part of the Doom Patrol in Showcase #94. However, in the Prime Earth continuity, Tempest first appeared as part of the New 52 DC Universe in Justice League (Volume 2) #24 by Geoff Johns and Ivan Reis.
- DC's Ghouls Just Wanna Have Fun #1 upholds Joshua Clay's pre-Flashpoint death in Doom Patrol (Volume 2) #55 as part of Prime Earth continuity.
