Located in the foothills of the Bighorn Mountains, Littleville is home to 32,000 people. Originally a trading town for fur trappers, after that trade dried up it became a stop for the Union Pacific railroad. It allowed the small cattle ranches in the area to grow and the city grew steadily. The discovery of oil in 1880 caused a further influx of people. Oil and coal remain the city's largest industries.[1]

Years later, following a temporary economic decline, the police department reduced to two officers, and the bank was an easy target for crooks heading south. After various hits from super-criminals, the policemen saw the opportunity to mount a show that would attract tourists. Thus they allowed the "super-criminals" to rob a fake bank, and the tourists started paying to watch and be part of the action. As part of the deal, the "criminals" involved get a cut of the earnings.[2]
