Michael Kelly (b. May 22, 1969) is an American actor who portrayed Steve Lombard in Man of Steel and Johnny Viti on The Penguin.

Michael Kelly is an American actor best recognized for his role as Doug Stamper on House of Cards, and has had roles in series such as Tom Clancy's Jack Ryan, The Sopranos, the Law & Order and Criminal Minds franchises, and Special Ops: Lioness.
After working with director Zack Snyder on his 2004 remake of Dawn of the Dead, Kelly was brought on by Snyder to his first DC Entertainment film, Man of Steel, in which he played Steve Lombard. In 2024, Kelly came to DC Studios to portray Johnny Viti on the HBO miniseries The Penguin.
