Nautical Enforcement of Macrocosmic Order, or N.E.M.O for short, is a secret society intent on controlling the world through its largest controlling resource: the oceans. This has brought them into conflict with Aquaman.
History
A cabal which began stretching its pull early on in 1872 before finally consolidating its power and accumulating limitless resources in 1983.[1] Over the following decades they have covertly spread their influence. Gaining control over world economy, plutocracy and sociology through a host of shady and clandestine means furthering their own ends.
One of their greatest means of control came in the form of acquiring various Atlantean wears and relics which they've used to frightening efficiency.[2] Supplementing their officers and soldiers with a form of suicide implant that causes coral to brutally erupt from the head to keep their assets from capture,[3] replicating Atlantean battle armor and neural implants to control a great many sea creatures while in deep combat, precise gene-splicing for the creation of ichthyological hybrid soldiers,[4] even going so far as to replicate the Marine Telepathy of Atlantean Royalty to trigger and utilize their reverse engineered equipment.[5] The greatest demonstration of N.E.M.O's might is a war protocol called The Vortex: The mobilization of all forces in a shark hunt strafing of falsely- guised N.E.M.O operatives utilizing Atlantean battle gear and replicated munitions to strike at every major city within the greater continental mass as a whole.[6]
Rulership of N.E.M.O is headed by its most promising operative, "The Fisher King", a title bestowed upon those who are the most affluent as leaders of multi-national corporate and political reach or influence. Their organization comprises of the singular core leader with a slew of sub-bosses serving beneath them who manage public and private relations, each of whom in some way contributes to the cause of furthering macrocosmic order via the face of public affairs, such as military, finance, or a myriad of resources; be they staff, development and/or information's brokering; to private affairs the likes of which stemming from espionage, assassination, effective misdirection, etc.[7] Successorship of this organization is similar to the way pirates and brigands via for supremacy: through skill and prowess.
Seeing the presence of Atlantis as a threat to their plans for Macrocosmic Order, N.E.M.O decided to enlist a foremost expert on Atlantean lore and myth; offering Black Manta a job opportunity within their ranks in return for his skills, knowledge of a shared foe and his great enmity for both Aquaman and Atlantean culture as a whole.[8] To further their goals of world control, they set about discrediting any attempts at peace with the surface world pushed forward by Arthur after initiating attack raids on a naval fleet vessel owned by the U.S. Navy and blaming the massacre aboard the vessel on Atlantis.[2][7]
