Red Tornado was a top-secret military project created by T.O. Morrow for the military.
History
The project was overseen by general Sam Lane, Red Tornado was brought to National City to test its abilities against Supergirl. However, the android was damaged during training and rebelled with the help of his creator T.O. Morrow to get revenge on Sam Lane for firing him. Eventually, the android was destroyed by Supergirl after attacking the Lanes and Jimmy Olsen. One of his arms was later acquired by Maxwell Lord.[2][3]
On Earth-Prime, Red Tornado was rebuilt by Lex Luthor using the magic of the AllStone Totems to join his army of villains. The android fought Alex Danvers and Brainiac 5, being blown up shortly after.[1]

- Aerokinesis: Red Tornado is capable of producing tornado-force winds that can be used both offensively and defensively.
- Flight: By concentrating his winds around his legs, Tornado can propel himself through the air at great speed.
- Superhuman Durability: He is able to resist Supergirl's blows as well as her heat vision with relative ease. However, he did not last long when she used her full power and rage to enhance her heat vision.
