No. It is merely some document author capitalizing something because he thinks that it is important or to make it look more important, same as a roast beef dinner becomes a Roast Beef Dinner when it is being advertized. Anthony Appleyard (talk) 12:32, 13 January 2010 (UTC)Reply
I don't believe this is a proper noun. I believe Montreal Agglomeration Council would but I am not familiar with a body called or organization called Urban Agglomeration of Montreal.--Labattblueboy (talk) 19:19, 13 January 2010 (UTC)Reply
