Just ran some tests on a fresh Chrome install but for me it loads pretty fast. This was on Linux though. Might check on my Windows 10 install later this week.
When YouTube loads slowly, does it still show the loading indicator on your tab icon? And when you disable the filters, how many shorts does it usually show on your page? It could be that YouTube needs to load additional pages because of the amount of Shorts shown on a single page.
