Quote1 Captain America is more than just some abstract concept to be held at the mercy of some political agenda! It is an ideal of freedom! Quote2

History

The history of this version of Steve Rogers presumably mirrors that of his mainstream counterpart up to the point where the CSA ordered Rogers to work for the government or give up his title of Captain America. Unlike his mainstream counterpart, Rogers refused to work for the government and went on the run, unaware that this was all being orchestrated by his long-time nemesis, the Red Skull.

Eventually, the President of the United States worked on a compromise: Super-Soldier would work for the government and Captain America would work independently. Red Skull was enraged after hearing this and ordered his minion Douglas Rockwell to kill Rogers. Rockwell obeyed and shot Rogers right in the back of his head.[1]
