Chris Richards was a Human male serving in Starfleet in the 23rd century. In the late 2260s, Richards held the rank of admiral and was serving as chief of Starfleet Operations.

Early on in his career, Richards served alongside James T. Kirk aboard the USS Stalwart. Richards then rose to the rank of captain and was assigned command of the USS Gallant. After being promoted to admiral, Richards recommended Kirk to assume command of the USS Enterprise. (TOS video games: 25th Anniversary, Judgment Rites)
