Singh was a 24th century, high-ranking human Starfleet Admiral. He was of Indian descent and wore a turban. In 2369, he delivered orders via Ambassador Ralph Offenhouse to Captain Jean-Luc Picard of the USS Enterprise-D, to transport the ambassador to Megara with due haste and to offer him his full co-operation. Picard contacted the admiral to reevaluate the ambassador's qualifications for the mission, but Singh affirmed that Offenhouse's 20th century knowledge was vital with the negotiations with the Ferengi on Megara.
