The Vulcan Space Forces, also known as the Vulcan Exploratory Space Forces, was a branch within the Vulcan government that fell under the leadership of the Vulcan High Command. They were responsible for scientific and exploratory actions conducted by the Vulcan fleet that began moving into neighboring sectors of space. (Decipher RPG module: Starships)

The Decipher book refers to the Vulcan Space Forces and the Vulcan Exploratory Space Forces which suggests that they are both the same name for the organization. Presumably, its the civilian counterpart of the Vulcan Defense Force.
