The Prisoner Mine was a facility in the Udon region of Wano Country where rebels were worked and tortured until their wills broke and they pledged allegiance to Kaidou. Additionally, it served as a weapons factory.
Following the defeat of the Beasts Pirates in the raid on Onigashima, the facility was shut down and subsequently destroyed due to the actions of Admiral Ryokugyu.[2]
Residents[]
The prison was predominantly run by its warden, Shinuchi Babanuki, and his vice wardens who were also Shinuchi of the Beasts Pirates. However, they were subservient to Queen, an All-Star and the ruler of Udon, who could take over proceedings in the Prisoner Mine as he saw fit.

Layout and Locations[]
Behind three gates,[3] the Prisoner Mine is divided into six parts: the central Executive Tower and the five labor camps surrounding the Tower. This layout gives the Prisoner Mine an appearance similar to a blooming flower.[4] It appears that each labor camp has a different purpose, with one being a rock quarry[5] and another being an iron-works.[6]
Although there are tens of thousands of prisoners currently entombed into the prison, most of them are guilty of rebellion against Kurozumi Orochi, which, in Hyougoro's opinion, was effectively Orochi gathering an army against himself.[4] It later became a base of operations, where 3,500 prisoners joined, for the Ninja-Pirate-Mink-Samurai Alliance.[7]
Executive Tower[]
The Executive Tower (幹部塔, Kanbu-tō?) is the base of operations for the guard staff within the facility.
It is here that the Beasts Pirates keep the keys to the Seastone handcuffs for the prisoners. Raizo broke in and stole a set from the safe.[8]
Prisoner Rock Quarry[]
The Prisoner Rock Quarry (採石場, Saisekiba?, lit. Quarry) is the first of the five labor camps in the Prisoner Mine. In the rock quarry, prisoners are forced to excavate and carve out large stone blocks[5] and then carry and load them by hand onto waiting ships.
Prisoners are given one ticket which can be redeemed for a single kibi dango for every five blocks moved.[9]
Prisoner Iron-Works[]
The Prisoner Iron-Works (囚人製鉄場, Shūjin seitetsu-ba?, lit. Prison Steelworks) is the second of the five labor camps in the Prisoner Mine. Not much is currently known about the iron-works, aside from the fact that it contains a blast furnace.[10]
Rules and Punishments[]
All prisoners, save for Kawamatsu, are expected to work tremendously hard, well past their own physical limitations, producing and moving materials for the Beasts Pirates. Prisoners receive meal tickets proportional to the amount of work they accomplish, which they can exchange for kibi dango to eat.[9] Obtaining and using meal tickets through other methods is forbidden.[11]
The warden, vice wardens, and guards have the authority to act as they please to the prisoners, and can even attack them when they feel like it.[9][11] In contrast, prisoners are absolutely forbidden from even talking back to a guard. The first offense will result in both of their arms being cut off, the second offense will result in both of their legs being cut off, and the third offense will result in their execution. Striking a guard will immediately result in execution.[12]
Sumo Inferno[]

The Sumo Inferno (相撲インフェルノ, Sumō Inferuno?) is a special event held by Queen to execute Monkey D. Luffy and Hyougoro; the former for attacking a guard, and the latter for using unearned meal tickets. Luffy and Hyo had collars put on their necks that would skewer their necks and explode if they exited the border of the sumo ring, and were tasked with fighting a steadily more powerful succession of opponents until they were forced out of the ring and died.[13] By design, the event took several hours,[14] and upon nightfall it was paused until the next morning.
On the first day, Luffy and Hyo successfully defeated hordes of Waiters, Pleasures, and also took out the two Gifters Alpacaman and Madilloman.[15] The next morning, when the recaptured Eustass Kid and the newly arrived Killer were brought into the Prisoner Mine, Queen involved them in the event by hanging them upside down so their heads were submerged under a pool of water, and he would only release them when Luffy and Hyougoro had died.[16]
However, the Sumo Inferno was then stopped by the arrival of an amnesiac Big Mom. She attacked Queen and freed Kid and Killer in the process, and soon afterwards attacked Luffy and Hyougoro and forced them out of the ring. However, Luffy unintentionally achieved an advanced form of Armament Haki that allowed him to remove his and Hyo's collars before they activated, allowing them to survive.[17]

As the Beasts Pirates took over Wano Country and Kurozumi Orochi rose to power, Udon was converted into a series of weapon factories which served as a labor camp, where all of Orochi's dissidents who openly rebelled against him are imprisoned and sentenced to harsh penal labor for life. Among them are the Yakuza bosses, including Hyougoro the most influential Yakuza himself. Thirteen years ago, Kawamatsu was captured and imprisoned here.[4] Unlike his fellow prisoners, Kawamatsu was not sentenced to harsh labor and was simply tightly tied up in his cell due to his immense fighting prowess which was deemed a significant threat. The Beasts Pirates tried to weaken Kawamatsu into submission by feeding him poisoned fish daily but to no avail.[1]

Eustass Kid and Monkey D. Luffy were later imprisoned in Udon.[1] Raizo infiltrated Udon to liberate Luffy[5] and coincidentally discovered Kawamatsu in his cell.[18] After recruiting Caribou whose Numa Numa no Mi was a useful asset, Raizo secretly approached Hyougoro and informed the latter of the upcoming revolution planned by Kin'emon.[4]

Extremely happy to learn that the Kouzuki Revolution was still possible with the Nine Red Scabbards and Kouzuki Momonosuke being alive, Hyougoro explained to Raizo of the immense numbers of potential allies they could gain by recruiting all his fellow prisoners.[4]
Later, at Tama's idea, an amnesiac Big Mom was manipulated into invading Udon much to the shock of Queen and the Beast Pirates stationed in Udon.[3] As Caribou cut off Udon's communications, Big Mom rampaged in Udon in search of oshiruko. She was later subdued and personally escorted by Queen to Onigashima, leaving behind a liberated Luffy[19] who managed to convince all of Udon's prisoners to rise up and fight against the oppression of the Beast Pirates.[20] After Udon was conquered and turned into a base of operation for the Kouzuki Family's revolution, Tama tamed Babanuki and had him give a false report to Queen to avoid any suspicion.[21]
Over the next couple of days, while the liberated prisoners prepared for the strike against the Beasts Pirates, Luffy used the time and space to train and master his new technique.[22][23] When the raid on Onigashima was coming to a end, Babanuki and other Beasts Pirates witnessed the underwater volcanic eruption caused by Kaidou and Big Mom.[24]
A week after the raid on Onigashima, the Prisoner Mine had been shut down due to the defeat of the Beasts Pirates. However, a number of Beasts Pirates remained inside the facility, including the former warden Babanuki and the All-Stars King and Queen who had been defeated during the raid. They were suddenly confronted by Admiral Ryokugyu who had recently arrived in Wano Country, and attempted to fight him. However, Ryokugyu used his Devil Fruit ability to defeat the Beasts Pirates and cause massive tree overgrowth in the facility and the surrounding areas. This caused significant portions of the facility to break and crumble away.[2]
