Lex Luthor set up a covert 33.1 facility in Kiev, for the purpose of experimenting on Ukraine's metahuman population. The facility was destroyed by superhero Impulse, a member of Green Arrow's team.[1][2]

Lex and Clark Kent tracked a Monitor down to the abandoned Ukrainian city of Chernobyl (which led to a confrontation between the Monitor and Superman, and the total destruction of Chernobyl).[3]
