Revisions to ruby-on-rails tag wiki excerpt

The excerpt had an error ("is know" instead of "is known") that was pretty glaring. I don't make edits like this with user posts, but for an "official" excerpt I think it's in need of fixing.; Post Made Community Wiki

Minor change to the excerpt. Removed mention of DHH and added a general statement about the framework
