Lemmy Caution, an FBI agent fresh from the States, finds himself on the same case as General Rupert, chief of the French counter-espionnage service. They're both looking for a spy called Varley. Lemmy goes all out, but he finds he's been double-crossed by the French. Back in Washington, he starts unraveling a complex affair where Rupert's niece turns out to be a dead ringer for an unscrupulous schemer and a bar owner named Gioritti turns out to be none other than Varley himself.
