"The US Marines’ China-fighting, island hopping Q Ship plan is in trouble" The US Marine Corps has a new island-hopping strategy for a possible war with China. But the strategy requires a new ship – an easy-to-hide medium landing ship that’s cheap enough for the US Navy to buy quickly and in large numbers. But the Medium Landing Ship – or LSM in Navy parlance – is two years behind schedule, and costs are rising. The delays and increasing cost aren’t isolated problems – they’re endemic to the whole portfolio of Navy shipbuilding programs as the Pentagon grapples with serious labor issues. Right now the Americans are struggling to acquire any warships, even the simplest and cheapest ones. And that could jeopardize the Marines’ Pacific war strategy. The Medium Landing Ship shouldn’t have been so difficult to build. The requirements the Marines hashed out with the Navy, shortly after then Marine commandant General David Berger announced the Corps’ new island-hopping strategy five years ago, weren’t terribly ambitious. The Medium Landing Ship would be just 200 to 400 feet long with a loading ramp, a helicopter pad, a few light guns for self-defence and space for 70 crew, a platoon of 50 Marines as well as 650 tons of weapons and supplies. It would sail for 3,500 miles at 14 knots and, with its innocuous appearance, be very difficult to pick out from among civilian sea traffic – the key to its stealth and survival in waters near China without heavy Navy protection. Like the Q-ships of the World Wars, LSMs are intended to carry out their mission by disguising themselves as merchant vessels. The idea is for the LSMs to land Marines on remote islands inside the so-called “first island chain” stretching from the Philippines to Japan. The Marines would launch drones and missiles to hound Chinese warships, using their island bases as unsinkable weapons platforms – and then climb back aboard their landing ships and depart before the Chinese could arrive in force. The plan, as recently as 2023, was for the Navy to buy at least 18 and as many as 35 Medium Landing Ships for $150 million apiece starting that year. Instead, keel-laying for the first ship has slipped to 2025 at the earliest – and the cost could rise to $400 million per ship. Inflation accounts for some of the price boost, but the design is a factor, too. The Navy is leaning toward the larger version of the vessel. The price could inflate or deflate before workers cut the first steel, according to a recent report from the US Congressional Budget Office."

After thinking, "Hey! That's my idea for an article!" (...that I failed to write), I saw that Dan Hough wrote it better than I ever could! Too often US planners either assume that #AccessBasingAndOverflight (#ABO) in #Japan is assured, either because US forces have been based in Japan since the end of WWII or because Japan is closely aligned with the US in its perception of the threat posed by the #PRC across the #TaiwanStrait. While both of these things are true, ABO in Japan is one of the major operational challenges to the US #JointForce in any #TaiwanContingency. While ABO impacts all parts of the Joint Force, it is often felt most acutely by land forces, like #IIIMEF. Whether in exercises during competition or in delivering combat power during conflict, air and sea forces can adjust their operating locations outside of Japan if ABO is late-to-need. Not so with land forces. Land forces like the #Marines face two ABO-based challenges in operating from Japan, dispersing off of concentrated and fixed locations like US and #JSDF bases, and the #PriorConsultation required between the US and Japan before any combat operations are conducted from (or through or terminating in) Japanese airspace and territory. While access to private land in competition is understandably difficult (who wants a bunch of Marines and their equipment traipsing through their fields, after all!), the US and Japan too infrequently rehearse the crisis procedures to grant such access in a conflict. Such rehearsals are essential to identify #policy gaps (and solutions) to procedures that are too slow for a fast-moving crisis and also crucial opportunities for #diplomats, #policymakers, and other #alliance managers to see exactly what the ABO needs are and what the risks and opportunities are of granting such ABO in a timely fashion (or failing to do so). Policymakers are not the only beneficiaries. Tactical and operational commands can use such rehearsals to (in)validate their assumptions about authorities, develop branch plans if such authorities are limited or granted later than expected, and to gain critical insights into national decision-making processes that help tactical commands, like III MEF, ensure their requests for authorities are realistic, timely, and supported with sufficiently detailed justifications and identified risks. Dan provides an excellent summary of such matters and explores what can be done to strengthen the alliance and, in so doing, strengthen #deterrence.

With renewed calls by some for a nation-wide system of missile defense, it's worth reviewing why Ronald Reagan thought such a system was feasible 40 years ago - and why despite the expenditure of $415 billion and the efforts of America's top military contractors such a defense has proved impossible. I review a new book on the subject in the current issue of Arms Control Today. I conclude that despite decades of technical failures, missile defense proponents are very likely to push bothersome scientific facts aside. "Marines getting new amphibious ship designed for critical China mission Marines expected to counter Chinese military operations in the Indo-Pacific region must shuttle troops from island to island across a vast maritime expanse while bottling up Beijing’s navy. Gen. David H. Berger, as Marine Corps commandant, proposed a concept for a light amphibious warship in 2019 as part of his plan to realign the Marines for amphibious-based missions. The Corps is now rushing to implement the plan. The Medium Landing Ship (LSM) is how Marine littoral regiments armed with anti-ship and anti-air weapons will maneuver throughout the first island chain, the strategically crucial arc of countries on China’s immediate periphery in the South China Sea. It includes Japan, Taiwan, parts of the Philippines and Indonesia. The LSM was formally included in the Navy’s budget request for fiscal year 2025. The vessels are designed to fill a gap between basic landing craft, a central component of Marine Corps lore, and the Navy’s fleet of amphibious warships, some of which are the size of small aircraft carriers. “We need Marines in combat, and [Gen. Berger] realized the key wasn’t large amphibious ships carrying tanks and howitzers,” said retired Navy Rear Adm. Mark Montgomery, now with the Foundation for Defense of Democracies think tank. “What was needed were Marine littoral regiments being moved around pre-combat by small watercraft.” Navy and Marine Corps leaders called for 18 to 35 LSMs, with life spans of about 20 years. The Congressional Budget Office said 18 of the amphibious warships would cost $6.2 billion to $7.8 billion, or about $340 million to $430 million per vessel. The cost of a 35-ship LSM program would be $11.9 billion to $15 billion. The Navy’s current amphibious force comprises large vessels, including “Big Deck” vessels such as the America-class helicopter assault ships and smaller but sizable warships such as the San Antonio class of amphibious transport docks Despite the compelling need for the LSMs, analysts wonder whether Navy and Marine Corps leaders expect the ships to deploy and resupply Marines only before a conflict or even after fighting has commenced and whether they would be vulnerable to detection and attack by opposing military forces. “A ship that is not expected to face enemy fire in a conflict could be built to lesser survivability standards, with fewer defensive systems than a ship that would sail in contested waters during a conflict,” CBO analysts said in their report. “Recent experiments by the Marine Corps suggest that the naval services are still determining what the capabilities of the LSM will be.” So there’s this friction between designing specifically for an area versus the Navy, which is the overarching mother service for shipbuilding.”
