Intro Session -- Making the most of W3C
Charles McCathieNevile (Yandex) is leading an introductory session on W3C; bring your questions!
- Who: Any TPAC participant may attend (capacity is 50 people). Note: We will provide a means to register for this session by mid-October so that we have sufficient food on hand.
- When: Sunday, 10 November, 10:00-11:30am
- Where: International Conference Hall, Wuzhou Guest House
- What: Chairs and experienced participants will explain how their groups
function:
- what the group does
- what happens at TPAC and for the rest of the year
- how to be make your participation worthwhile
- what you didn't expect but should know
Creating a Chair Training Program (Breakfast)
Jeff Jaffe welcomes all current Chairs to a breakfast to discuss Chair training:
- Who: Any current Chair. Note: We will provide a means to register for this session by mid-October so that we have sufficient food on hand.
- When: Tuesday, 12 November, 07:30-08:45am
- Where: Yangtse River Hall, 2F, Building A
- What: The purpose of the meeting is to gather input on what would be useful for a Chair training program. For instance: ideas about strategies for training, topics of interest, venue for discussion, frequency of discussion, experience in other organizations, etc.

Participation Policies and Recommendations
The following participation policies and recommendations are intended to promote participation while ensuring that meeting chairs have the tools necessary to run their meetings effectively.
Plenary Participation
Participation in the Technical Plenary is open to participants in good standing in a W3C Group (including Working Group, Interest Group, and Business Group), Advisory Committee Representatives, the TAG, the Advisory Board, Offices, and Team.
Group Meeting Participation
You must be a participant in a W3C Working Group, Interest Group, or Business Group; the Advisory Committee Representative of a W3C Member organization; TAG or AB participation; Offices or Team; or an Invited Guest in order to be eligible to register for and attend group meetings.
Chairs can view a Member-visible list of registrants, organized by group.
Group Meeting Observers
Anyone eligible as described above may request multiple meetings to observe provided there is an attendance checkbox. Observer attendance is at the Chair's discretion. The group Chair is responsible for responding to requests to attend. Chairs have wide latitude to grant or reject requests based on space considerations, confidentiality, and the ability to conduct the business of the group. Please contact the Chair for information about the participation policy (see Chair contact information).
Suggestion: Secure permission to attend a meeting as an observer before making any travel plans.
Advisory Committee Discussion Session Participation
Participation in the Tuesday and Thursday portions of the Advisory Committee Meeting is open to one Advisory Committee representative from each Member organization. If an Advisory Committee Representative cannot attend the meeting, an alternate may be sent instead. See section 2.1.3.2 of the Process Document for more information about Member participation.
The Advisory Board, the TAG, Chairs, Offices and Team members are encouraged to attend the AC discussion sessions.
W3C will provide remote access (by phone); details available closer to the meeting.
Note: The structure of this session was discussed during a 15 March 2013 teleconference.
Advisory Committee Meeting and Dinner Attendance
These events are open only to a limited group: one AC Representative per organization, Group Chairs, Advisory Board, TAG, Offices, and Team.
Registration and Registration Fees
Registration is closed.
Registration is a two-step process:
- Complete meeting registration form. Member-visible list of registrants.
- Pay registration fee. Upon submitting your registration, you will receive an email confirmation along with instructions for how to pay by credit card.
We will accept walk-ins, space-permitting:
- We reserve the right to refuse walk-ins if we believe it
will have a negative impact on Meals or Meeting space.
- We
strongly
advise people against making flight arrangements if they have not
already registered.
Co-located Events Note: Registration for Test the Web Forward and the
Tencent event is handled separately, not through the TPAC meeting registration
form.
Registration Fees
The per person, per day fee is:
- 60 USD if registration and payment completed by 18 October 2013 by 11:59 eastern standard time
- 120 USD otherwise
Registration fees apply to anyone who is attending meetings, whether as a participant or as an observer, Monday through Friday with the following exceptions:
- Sponsors: No payment is required for employees of Exclusive Host Tencent, and Organization Sponsors Adobe, Google, and Microsoft.
- AC Dinner only: If you are invited to the AC Meeting on Tuesday but plan only to attend the Tuesday dinner, you do not need to pay the registration fee for Tuesday.
Cancellation and refund policy
- Cancellations and requests for refunds must be received by 17:00 ET on 13 October 2013.
- Refunds are subject to a 30 USD service charge.
- Contact w3t-tpregister@w3.org to cancel your registration and request a refund.

Important 2013-09-27 updates:

Reservations
- Wuzhou Guest House: Complete the Shenzhen Wuzhou Guest House reservation form (Word) and send it to the email address under the subject "TPAC2013 Room Reservation" specified in that document. Or, you can fax it per the instructions in the document.
- Futian Shangri-La: Reserve online for the Shangri-La with special TPAC rate. Be sure to enter code type: TEN091113 to get preferred rates.
- Pavilion Century Tower: Complete the Pavillion Century Tower reservation form (Word) send it to the email address under the subject "TPAC2013 Room Reservation" specified in that document. Or, you can fax it per the instructions in the document.
Cancelation Policies
- Wuzhou Guest House or Pavilion Century Tower: One night's room and tax will be charged to your credit card unless hotel receives 24 hours notice (local time) of your cancelation.
- Futian Shangri-La: Guaranteed reservations cancelled less than 72 hours prior to 16:00 on day of arrival (local time) will be subject to a one-night charge.
Shenzhen
Shenzhen is a major city in the south of Southern China's Guangdong Province, situated immediately north of Hong Kong. The area bacame China's first —and one of the most successful— Special Economic Zones (SEZs). It currently also holds sub-provincial administrative status, with powers slightly less than a province. The city is on the list of UNESCO Creative Cities.
Transportation
Airports:
Hong Kong International Airport and Shenzhen Baoan International Airport are the closest International Airports to the Meeting Venue.
Hong Kong Border Crossings
There are six land border crossings from Hong Kong to Shenzhen. The two closest
and most convenient are Lu Wu/Luohu and Lok Ma
Chau/Huanggang.
Lu Wu/Louhu operates daily from 06:30 to 12 midnight. Please note that the last several trains do not go to Lo Wu, they terminate at Sheung Shui. Lo Wu is the last stop of the MTR East Rail Line and MTR Eastrail is the only way to reach it. Lo Wu Station is is open only for travel to Shenzhen or beyond. A valid travel document is required to travel there.
The road border crossings such as Lok Ma Chau/Huanggang are accessible by cross-boundary coaches from Hong Kong.
Train and Metro
From Hong Kong International Airport to Lo Wu (Luo Hu) Border Control by MTR subway. The MTR is Hong Kong's subway system.
An affordable and comfortable option to Shenzhen is to take the Airport Express train from Hong Kong International Airport to Tsing Yi. Next take the Tung Chung undergropud line to Lai King to the Tsuen Wan Line to Prince Edward to the Kwun Tong Line to Kowloon Tong to the East Rail suburban rail line to Lo Wu. This options costs about 60 dollars and takes approximately 78 minutes to Lo Wu (Luo Hu on Main Land China side).

Taxi from airports to Meeting Venue
Use our meeting transportation wiki to self-organize shared taxi rides or to let us know if you wish to take a Tencent-organized shuttle (for a fee) between Hong Kong Airport and Shenzhen hotels.
Ferry Information
The Ferry is an easy way to get to Shenzhen. Current Ferry schedule from Kong Kong airport to Shenzhen Shekou port is given below:

Cash and Credit Cards in China
Cash may be exchanged at the airports and most banks. Hotels offer money exchanging services for registered guests. A passport is required to exchange cash or checks. Cash advances are available on most common credit and debit cards: American Express, Mastercard, and Visa, but this service is available only from the main Bank branch in most Chinese cities. There is a 3%-4% standard fee. Check with your Bank to determine if they have a local branch in Shenzhen.
ATM's are conveniently located in hotels, shopping centers, and office buildings in Shenzhen. Many hotels also have ATM's for credit cards.
International major credit cards are accepted at hotels, outlets for tourists, and some shopping centers in Shenzhen. International cards may not be recognized at the smaller shopping centers meant for local residents. Ask first if the shopping center or establishment accepts International credit cards.
Useful Information
Internet Access: Wireless Internet access only will be available during the week in the meeting areas.
IRC: There will be an IRC channel used for both taking meeting minutes and for submission of questions from AC Members who are unable to attend the meeting in person. Details will be supplied in an email message to the AC.
Power: 220V, 50Hz, China Standard outlets.
