It is a completely different category (a category of categories) from Category:Rapid transit (a standard topic category), with a completely different structure, as a swift glance at both will demonstrate. William Allen Simpson has a history of bringing these to cfd without attempting to understand them; eg 2021 March 3#Category:Wikipedia categories named after regions. user:BrownHairedGirl, whose sagacious contributions to cfd are sorely missed, supplies a well-reasoned defence at 2020 March 25#Category:Wikipedia categories named after Presidents of Czechoslovakia. There is a discussion at 2012 March 3#Category:Eponymous categories which decided they should be hidden and discusses administrative/project properties.
