In the early 70s, Shimada Eiji unified the bikers of Kanto and became the first leader of the notorious bosozoku gang Specter, being merely 17 years old. However, Shimada was sent to reform school, and the leadership position was handed to the second-in-command, Kagami. At that time, the bosozoku of Kanto went into a Warring States period, and a gang that rivalled Specter emerged in Kanagawa.
