Dokite Tsukasa was born December 2, 1960 in Ibusuki, Kagoshima Prefecture, Japan. He is an animator and character designer. He is perhaps best known for his work on various anime during the 1980's, the Dirty Pair series in particular. He started at the Toei Douga animation school and belonged to Toei afterwards for a few years, before going to Sunrise.
