Hoogin was the commander of the Harassers, an elite Apokoliptian military unit.
History
Hoogin was responsible for many of the tortures Scott Free suffered as a kid on Apokolips.[1] Still, Scott managed to escape, which cost Hoogin his rank.[2]
Years later, Hoogin mobilized an army of Parademons on Earth, and haunted Scott again, targeting an orphanage in New York. Along with Earth's heroes, Mister Miracle averted the invasion and confronted Hoogin again, putting his hate and sorrow in the past.[3]

- Although this character was originally introduced during DC's Earth-One era of publication, their existence following the events of the 1985–86 limited series Crisis on Infinite Earths remains intact. However, some elements of the character's Pre-Crisis history may have been altered or removed for Post-Crisis New Earth continuity, and should be considered apocryphal.
