This also fixes counting of zero ELF files (bug is counting empty line as a file) which can be used as a metric to identify packages that should set PLATFORM_INDEPENDENT=true. Override as false in build.sh if justified.
Some cases are not added / discovered so they can be added later.
Should affect a minimal number of packages and cut their space use (up to 75% assuming serving same file for 4 arches) on the server.
