Gorus Gelemingar was a male Gnalish who served as the representative from Gnala to the Federation Council in 2380. He was also one of the "back eight" councillors on the Federation Security Council.
In March of 2380, Gelemingar attended a Security Council meeting regarding the Reman refugees that had recently arrived at Outpost 22 requesting asylum. About two months later, after returning from a trip to Gnala, he appeared as a panelist on Illuminating the City of Light, where he criticized the way Federation President Nanietta Bacco handled that situation. He was confronted by FNS reporter Regia Maldonado with the newly-unsealed record of that meeting, which contradicted several of Gelemingar's criticisms, and also indicated that he had made no contribution to the debate at the time. Gelemingar later apologized to President Bacco at the state dinner in honor of the Trinni/ek delegation. (ST novel: Articles of the Federation)
