Visually, the hull of the Kestrel class resembled the much smaller, contemporary Romulan shuttle. (DS9 episode: "In the Pale Moonlight")
In the 25th century, the Romulan Republic operated a runabout class resembling both the 24th century Kestrel and Romulan shuttle, also named the Kestrel-class. (STO website: Romulan Ship Progression)
The Kestrel was a type of troop transport designed to carry centurions into battle. They possessed minimal armaments, making them easy prey for enemy warships, and required support from other ships within the fleet. These ships were tasked with boarding operations on enemy starships and space stations whose deflector shields had been brought down, which allowed the use of transporters to board and capture the target. In the year 2377, Starfleet Intelligence performed an analysis of contemporary Imperial Romulan Fleet ships and structures, including the Kestrel class. In one training scenario, a Kestrel was ordered to seize a Klingon shipyard near the planet Adinye. (ST video game: Armada II mission: "Tutorial")
