L.K. "Katie" Lubbitz was a female Starfleet officer serving with Starfleet Education and Training Command in the 2270s. Holding the rank of commander, she was chief concept analyst of Training Simulation Design Group A13 in 2277.

Commander Lubbitz was charged by Admiral James T. Kirk to design Operation: Armageddon, a doomsday scenario simulating an all-out war between the Federation and the Klingon Empire.

During the 2280s, Lubbitz (now holding the rank of captain and promoted to chief design analyst), filed a report regarding Organian intervention or non-intervention in the Operation: Armageddon scenario. (FASA RPG module: Star Trek IV Sourcebook Update)
