Bugs, Repairs, and Internal Operational News

Configuration changes and changes to interface messages, however, become active immediately.

New features

- Anon-only IP blocks can now also include blocking e-mail. (r50871, bug 18860)
- The date and time have been separated into two fields in Special:BlockList. (r50983, bug 17093)
