Cyberpunk 2077 doesn't allow you to switch to TPP freely. You play the majority of the game in the first person perspective, including the cut-scenes.

The camera changes to TPP automatically when you get in a vehicle. By pressing Q (PC version), you can select one of the two cameras located behind the vehicle. Interestingly, it is also possible to drive a vehicle in the FPP.
