For films, I used this property to map against "budget" in infoboxes. Not ideal, but the assumption is that the entire budget becomes cost.

@Jura1: I just had the same idea. Two problems, one is that budget and cost are different, and the other is that for Coronavirus Aid, Relief, and Economic Security Act (Q88815228) I got an alert that values over 1 trillion are flagged.
