Provide list definitions on Wikidata.

To achieve this:

• provide statements on items describing Wikipedia lists.
• define lists at Wikidata suitable for Wikipedia and other Wikimedia sites.
• help topical WikiProjects define thematic lists.

It doesn't attempt to cover:

• queries in general
• hierarchical lists
• identifier-based lists and reports
• maintenance reports
• categories and navigation templates
