Bobbitt was an undercover HYDRA operative who worked inside the agency S.H.I.E.L.D. As part of Project Insight, he served aboard Helicarrier IN-01 under Russo's command and would be ordered the initiation of Arnim Zola's Algorithm, for which he was to target all those that were a direct threat to HYDRA.

Bobbitt was among a number of sleeper HYDRA operatives that were successful in infiltrating S.H.I.E.L.D. to strike from the inside at the right time. Under the direct orders from one of HYDRA's leaders Alexander Pierce, Bobbitt and every sleeper would ensure that HYDRA's infiltration within S.H.I.E.L.D. went completely unnoticed, which had then allowed them to move forward with all their plans of world domination.[1]

Bobbitt onboard Helicarrier IN-01
In 2014, Bobbitt was stationed onboard Helicarrier IN-01 under the command of Russo, who too was associated with HYDRA, and was to make sure that Project Insight is put into effect by targeting all those that were a threat to HYDRA. Upon the launch of Project Insight, Bobbitt followed Russo's orders to begin the initiation of Arnim Zola's Algorithm, thus targeting all of HYDRA's anticipated enemies within range of the launching weapon platforms. However, the plan was foiled when Captain America managed to switch out control of the targeting, thus making the helicarriers switch their targets down to three and began to fire upon each other over the Potomac River.[1]
