Russo was an undercover HYDRA operative inside S.H.I.E.L.D. and the Executive Officer of the Helicarrier IN-01.
Biography[]
Infiltrating S.H.I.E.L.D.[]
Before the HYDRA Uprising, Russo worked within S.H.I.E.L.D. in the rank of Major. However, he was a sleeper in service to HYDRA and one of many that successfully infiltrated S.H.I.E.L.D. under the leadership of Alexander Pierce. Under Secretary Pierce's orders, Major Russo would ensure that HYDRA's infiltration within S.H.I.E.L.D. went completely unnoticed, which had then allowed them to move forward with all their plans of world domination and initiate Project Insight.[1]
Project Insight[]
In 2014, Major Russo was assigned as an executive officer to one of the three Project Insight Helicarriers that was owned by S.H.I.E.L.D.. When Captain America had gone onto the Triskelion's speaker-systems and alerted all the S.H.I.E.L.D. agents of HYDRA's infiltration, Russo and the other commanding officers within HYDRA immediately began to launch Project Insight at once. Taking full command of his helicarrier, Russo ordered the initiation of Arnim Zola's Algorithm, to begin the targeting of all of HYDRA's anticipated enemies within range of the launching weapon platforms. However, the plan was foiled when Captain America managed to switch out control of the targeting, thus making the helicarriers switch their targets down to three and began to fire upon each other over the Potomac River.[1]
