Overly sweet and childish, this film fits well the series to which it makes a detour - Sailor Moon SuperS. Although it brings a new enemy, it lacks any background, its plot is the weakest from all the films (and incomparable to any series), and it still follows standard pattern for Sailor Moon (which I see as the main downfall once again). In the end, everything feels unfinished, rushed and "half-baked".
A mediocre film made purely for (hard-core) fans of Sailor Moon. I surely wouldn't recommend it to anyone unfamiliar with the saga.
