Starbase 15 was a Starfleet outpost facility, one of the original seventeen Federation starbases provided for in the original Articles of Federation. (TOS reference: Star Fleet Technical Manual)

As one of the original 17 bases authorized, Starbase 15 was likely constructed in the mid or late 22nd century.

History and specifics[]

In the year 2267, Starbase 15 was the closest base to the starship USS Enterprise when she encountered the telepathic group hive mind labeled "The Winged Dreamers". During this visit to the Winged Dreamers' planet, Kirk was overcome by the group mind and imagined Crewman Burnhard was manning the helm station and Kirk asked him to set course for Starbase 15. However, the bridge was empty at that moment. (TOS - The New Voyages short story: "The Winged Dreamers")

This base was in Starfleet Intelligence sector 3 ("SE sector intel"), which contained many colony and home star systems of Federation members. The central control for Starfleet Intelligence bases in this area was at Starbase 15. Intelligence units active for this sector in the 23rd century included the Starfleet Intelligence Internal Activities Unit, Starfleet Intelligence Gorn Activities Unit, Starfleet Intelligence Orion Activities Unit and Starfleet Intelligence Klingon Activities Unit. Starbase 15 was located in the general vicinity of Regulus, Antos and Memory Alpha, at coordinates 3.77S 3.31E. (FASA RPG module: The Federation)

Starbase 15 was nearby to Abaris and the Ceti system. In 2273, James T. Kirk received an urgent message from a commodore at Starbase 15. Abaris was due to collide with another planet in three days, and the USS Enterprise was the only ship in range to rescue two archaeologists stationed there. (TOS comic: "Aberration on Abaris")

In that year, Starbase 15 was under the command of Admiral Chen. (TOS novel: Enemy Unseen)

In the late 23rd century, Starbase 15 was the home of the 2nd Andorian and 12th Pursuit Groups of Scorpio-class corvettes. (FASA RPG module: Federation Ship Recognition Manual)

In 2372, Starbase 15's facilities included a medical laboratory with a regeneration chamber able to heal radiation injuries so severe that the patient had been placed in stasis. It was three weeks away from Deep Space 9. (DS9 novel: The Tempest)

In 2376, contact was lost with Starbase 15 when a "dead zone" formed in the vicinity. (TNG - Maximum Warp novel: Dead Zone)
