Location: Ron Alternates Wind Farm in the Eastern part of the map. You need to find a camper parked here.

Inside the camper, there are two men making out. At the sight of your character, they will get out of the car and lay fire on you so, be prepared to kill them. After the fire exchange finishes, check out the bodies to collect weapons and the cash.
