The penultimate step unlocks after completing the main plot mission called Meltdown and it consists on reading a letter at Solomon Richards' office.

The entrance is enlightened with a yellow marker.

The office that we reach by long stairs is open only in late hours, that is from 9 o'clock in the evening.

We read the letter to know what it is all about.

In the office we find a letter informing us about existence of another place which we should visit now to complete our investigation.
